Applying dataset restrictions

FAIR data owners can apply restrictions to a dataset which are then applied to a workspace at the point of data transfer, or when the workspace is created if it is requested as part of the DAR.

These can be added to the dataset from the dataset admin tab by selecting user-defined restriction from the conditions menu.

The data owner has the following options:

1. Text - adds markdown text as workspace restriction
2. Link - adds link as workspace restriction
